This comes as 4R Electrical Ba and Shop N Save Nadi played to a 1-1 draw during the second leg last Sunday at Govind Park in Ba.
The first leg at Prince Charles Park in Nadi had also ended with a similar margin.
Bob Kumar, the Fiji Football Association chief executive officer confirmed the decision.
“After the two matches both teams have ended up with equal number of points and goal difference,” he said.
“According to the competition rules a third leg will now have to be played at a neutral venue to decide the winner and this time if the match ends in a draw at full time then extra time and penalty kicks will be the options,” Kumar said.
A bumper crowd of more than 3000 were in attendance to witness the return leg.
Nadi silenced the crowd midway in the match when Munit Krishna sailed a neat cross over Ba defence for his teammate Amani Makoe to nod in the opening goal of the clash.
Ba fought back but Nadi maintained their line and did enough to lead 1-0 at half time.
In the second half Ba had the upper hand and launched numerous attempts but Nadi defender Ilimotama Jese and goalie Beniaminio Mateinaqara were on top of their game.
The numerous attacks had to break the Nadi defence and a blunder provided lethal defender Avinesh Waran Suwamy to strike a 40-yarder shot for the equaliser.
Nadi opted for the bench and coach Kamal Suwamy replaced striker Rusiate Matarerega with Napolioni Qasevatakini. Ba brought in fresh legs but the gamble for both sides came undone and had to settle for the tie.
Nadi coach Kamal Samy believes they were unlucky.
“We led them again in the first half and told the boys not to play in the midfield but somehow Avinesh took that shot. We worked on our set pieces but the finishing needs more work,” he told SunSports.
Ba coach Yogendra Dutt says a good team effort has given them a life line.
“It was a good team effort as we pressured Nadi very well but there was a gallant performance by the boys,” he told SunSports.
The final leg of the series will be played this Saturday 4pm at Churchill Park in Lautoka.
